Dalton Kincaid Adds strength ahead of third season

Kincaid has "added both strength and bulk" during the offseason, Joe Buscaglia of The Athletic reports.
Analysis: Kincaid dealt with knee injuries last year, causing him to miss three regular-season games and to log lower snap counts following his Week 15 return. Bills GM Brandon Beane attributed the talented tight end's lessened statistics -- he went from a 73-673-2 receiving line in the regular season as a rookie to a 44-448-2 line as a sophomore -- to the knee issues, saying Kincaid's campaign was "really more of an injury thing and nothing more than that." Per Buscaglia, Kincaid impressed during practice Thursday and now has a clean bill of health. He adds that Kincaid's increased strength could help him remain on the field more often for run-blocking reps, which would increase his offensive snap count and be a boost to Buffalo's offense.

Coleman was up-and-down during mandatory minicamp, showing some quality routes and a connection with Josh Allen during 7-on-7 and 11-on-11 drills, but he also struggled with occasional drops and mental mistakes, Joe Buscaglia of The Athletic reports.
Analysis: Coleman's biggest mistake of minicamp came Wednesday, when he deflected a ball that was well out of his reach just enough to result in an incompletion to Khalil Shakir, Allen's intended target. As a rookie, Coleman was also inconsistent, finishing with 29 catches for 556 yards and four touchdowns (on 57 targets) across 13 regular-season appearances while mostly being cast as a deep threat. Buffalo was encouraged enough by Coleman in Year 1 that the team didn't make it a priority to add to the pass-catching group this offseason, though the team did ink another field-stretcher in Joshua Palmer. As Buscaglia notes, Coleman still has tremendous opportunity before him, and his development will likely be the primary deciding factor in how strongly the Bills pursue additional pass catchers during the 2026 offseason.

Analysis: Cook skipped voluntary OTAs amid his ongoing negotiations for a new contract with the Bills, but the 2022 second-round pick won't opt to hold out from mandatory minicamp, for which he would accrue fines. His presence at minicamp could indicate that contract talks have progressed beyond the point of being a "stalemate," as Cameron Wolfe of NFL Network described the situation earlier in June. After rushing 207 times for 1,009 yards and a career-high 16 touchdowns across 16 regular-season appearances in 2024, plus a 32-258-2 receiving line, Cook is now staring down the final year of his rookie deal.

Analysis: Wolfe describes extension negotiations between the two sides as "a stalemate" and suggests that Cook could hold out of minicamp, which would likely result in a fine. The star running back already missed OTAs in both April and May, though those workouts were voluntary as opposed to the upcoming mandatory camp. Cook is entering the final year of his rookie contract and is seeking an extension after racking up a career-high 16 rushing touchdowns and adding two receiving TDs across 16 regular-season games last year.

Bills head coach Sean McDermott said Wednesday he has a "better understanding" of how Samuel "can help us and the role that he may play for us" entering Year 2 with the team, Ralph Ventre of SI.com reports.
Analysis: Samuel disappointed relative to high expectations after signing a three-year, $24 million contract with Buffalo in March 2024, finishing the 2024 campaign with just 31 catches for 253 yards and one score (on 46 targets), plus five rushes for 14 yards across 14 regular-season games. McDermott attributed Samuel's struggles to both "being new to the system last year" and having "battled some injuries." Samuel endured turf toe in training camp and the early portion of the regular season, missed Week 8 with a shoulder injury, and then was sidelined Weeks 16 and 17 with a ribs issue. As McDermott notes, though, the 28-year-old "got into a little bit of a rhythm late in the year," putting up a 6-81-2 receiving line across three playoff appearances. Khalil Shakir's firm grip on slot reps clouds Samuel's path to consistent involvement on offense, but improved health alone could be enough for him to improve on his 2024 showing.

Davis took first-team running back reps at Thursday's voluntary team activities with James Cook absent, Lance Lysowski of The Buffalo News reports.
Analysis: Davis figures to be the primary beneficiary of increased first-team reps as long as Cook's desire for a contract extension keeps him away from the team, though Ty Johnson may also get some extra work. Cook led Buffalo's impressive rushing attack last season with 207 carries for 1,009 yards and a shocking 16 touchdowns (after scoring just twice on the ground in the two years prior), while Davis took a back seat with 113 carries for 442 yards and three scores. At 220 pounds, Davis boasts a significantly larger frame than Cook or Johnson, which resulted in him facing more stacked boxes and suffering in terms of efficiency compared to his backfield mates. However, his size also makes it conceivable that more of the Bills' scoring opportunities on the ground could swing his way in Year 2.

Analysis: After having to spend the entire 2024 season on Buffalo's injured reserve list due to a neck injury he suffered during the preseason, Buechele is back in shape for football activities during offseason workouts. He'll compete with Mitchell Trubisky and Mike White to be second in the Bills' quarterback pecking order behind Josh Allen in 2025.

James Cook Not at voluntary OTAs

Cook wasn't present for Tuesday's voluntary organized team activities, Alaina Getzenberg of ESPN reports.
Analysis: While Cook isn't participating in the Bills' voluntary OTAs, coach Sean McDermott noted that he's remained in contact with the running back, who is entering the final year of his rookie deal and seeking a contract extension. "Yeah, we're staying in touch, like you'd expect a player and a coach to do," McDermott said of the 2022 second-rounder. "So, James will be here when he's ready to be here and we move forward." While it remains to be seen whether Cook will be on the field for the team's mandatory minicamp (June 10-12), GM Brandon Beane maintains that he expects Buffalo's leading rusher to be ready to go for the 2025 season. Assuming that's the case, Cook will continue to lead to a backfield that returns his top two backups from last season, Ray Davis and Ty Johnson.

Analysis: The wide receiver worked out for Buffalo last Wednesday. Wilkerson has appeared in nine regular-season games across four seasons with the Patriots and Raiders, recording six catches for 60 yards and three touchdowns. He has played on only 30 special-teams snaps in his career as well, so it may be hard for him to make the Bills.

Analysis: Per Schefter, Moore's one-year deal is worth up to $5 million. The 2021 second-rounder put up a 61/538/1 receiving line in 17 games with the Browns last season, and with Buffalo the 5-foot-10, 180-pounder will give QB Josh Allen another viable option in a wideout corps that also includes Khalil Shakir, Keon Coleman, Joshua Palmer and Curtis Samuel. Moore's fantasy upside in 2025 hinges on securing steady snaps, but PPR relevance in deeper formats could be in reach if he's able to build a strong rapport with Allen.

Analysis: Bills general manager Brandon Beane said it's "not fair" to assume Cook's absence at voluntary OTAs is related to his desire for a new contract, adding that "he'll be ready to go" for mandatory offseason activities. Nonetheless, coming off a 2024 campaign in which he scored 18 touchdowns (16 rushing) despite playing just 48 percent of offensive snaps in his 16 regular-season appearances, Cook has been open about his desire for both a substantial extension and increased playing time. Still, Buffalo has Ray Davis entering Year 2, and the team opted to re-sign pending free agent Ty Johnson, indicating some level of commitment to a backfield rotation. How much attention the team pays to the running back position in the 2025 NFL Draft, which kicks off Thursday, could be telling as to Cook's odds of attaining a new deal. He's currently heading into the final year of his rookie contract after having compiled back-to-back 1,000-yard seasons.

Analysis: The kickoff returner and wide receiver spent 2024 with the Seahawks and Chargers before being cut from LA's practice squad in early January. Shenault finished the season with 459 kickoff return yards and a touchdown, but he caught just five passes for 36 yards. The Bills will likely have at least Khalil Shakir, Keon Coleman and Josh Palmer ahead of Shenault on the wide receiver depth chart to begin the offseason.

Analysis: Gilliam appeared in 15 regular-season games last season and has spent his entire five-year career with the Bills. He played just 139 offensive snaps in 2024 and wasn't targeted in the passing game but did rush three times for seven scoreless yards. Gilliam doesn't do anything noteworthy in the box score but is a good glue guy for the Bills.

Johnson and the Bills agreed to a two-year, $5 million contract Tuesday, Tom Pelissero of NFL Network reports.
Analysis: Johnson finished the 2024 regular season with 497 scrimmage yards and four touchdowns on 59 touches across 17 games, and his 289 offensive snaps were his most since the 2021 campaign with the Jets. Johnson figures to reprise his role as a kick return specialist and backup running back behind James Cook for the 2025 campaign.

Analysis: Evans appeared in five games with Chicago last season while also spending time on the team's practice squad. Across those five appearances, he rushed three times for three yards and played on special teams. Now, the 2020 third-round pick will get a chance to compete for a reserve role in Buffalo.

Palmer agreed Monday to a three-year contract with the Bills, Ian Rapoport of NFL Network reports.
Analysis: The initial report has it as a three-year, $36 million deal with half the money guaranteed. A 2021 third-round pick, Palmer never had more than 769 receiving yards or four TDs in a season for the Chargers, but he capably handled different roles under three offensive coordinators. In 2022, he had a 72-769-3 line on 107 targets at an 8.7 aDOT. In 2024, he had a 39-584-1 line on 65 targets at a 15.2 aDOT. The Bills need a downfield presence more so than another possession receiver, but it's nonetheless tough to predict exactly how they'll use Palmer, apart from the size of his contract suggesting he's expected to be a starter and play a lot of snaps. Then again, the same thing was said when they signed Curtis Samuel to a three-year, $24 million deal last offseason. Palmer at least is much younger than Samuel, turning 26 in September, and there's been no indication that Palmer's foot injury from late in the 2024 campaign will be an issue for 2025.

Allen and the Bills agreed on a six-year, $330 million contract that includes $250 million guaranteed Sunday, Adam Schefter of ESPN reports.
Analysis: Allen will receive a record-setting amount of guaranteed money fresh off of winning the NFL's Most Valuable Player award in 2024. The quarterback still had four years remaining on his prior contract, but Buffalo decided ink the new deal with their franchise superstar. Allen completed 64 percent of his passes for 3,731 yards and 28 touchdowns while also adding 531 yards and 12 touchdowns on the ground over 17 regular-season games in 2024. Most notably perhaps was his amount of interceptions, getting picked off just six times, a new career low for the seven-year vet.

Rogers tore his Achilles tendon while training Monday, Aaron Wilson of KPRC 2 Houston reports.
Analysis: The 27-year-old inked a reserve/future contract with the Bills in January, but it now appears he won't have the opportunity to compete for a roster spot in 2025. Rogers' only in-game NFL experience came in 2022 with the Commanders, when he appeared in 11 regular-season games and caught five of his six targets for 64 yards. With Rogers out for the foreseeable future, the Bills' tight end room currently consists of Dawson Knox, Dalton Kincaid and Zach Davidson.

Analysis: Morris was eligible to be tendered by Buffalo as a restricted free agent, but he's now slated to become an unrestricted free agent. Rapoport adds that the Bills would still like to re-sign him on a new deal. The 6-foot-2 tight end collected 15 passes for 146 yards and mostly played on special teams over the last three seasons.

Khalil Shakir Agrees to four-year extension

Shakir and Buffalo agreed to terms Tuesday on a four-year contract extension worth up to $60.2 million, Adam Schefter of ESPN reports.
Analysis: Shakir's new deal reportedly includes $32 million guaranteed at signing. The 2022 fifth-round pick led the Bills in targets, catches and yards during the 2024 regular season, posting a career-best 76-821-4 receiving line on 100 targets. The sure-handed slot specialist also had exactly six catches in all three of Buffalo's playoff games. Looking ahead to the 2025 campaign, Shakir's ability to create yards after the catch positions him to once again be one of Josh Allen's go-to targets.
